The UK’s journey to net zero presents one of the biggest challenges the housing sector has faced in decades. While new build homes continue to improve in terms of energy efficiency, the reality is that around 80% of the homes that will exist in 2050 have already been built. As a result, decarbonising existing housing stock has become a critical priority for housing associations, local authorities and asset managers across the country.

For organisations responsible for large residential portfolios, improving the energy performance of existing homes is no longer simply a sustainability initiative. It is becoming an essential part of long-term asset management, resident wellbeing, regulatory compliance and financial planning.

Why Decarbonisation Matters

The UK’s housing stock is among the oldest in Europe, with many properties built long before modern energy efficiency standards were introduced. Poor insulation, inefficient heating systems and ageing building fabric contribute to higher carbon emissions and increased energy costs for residents.

As government targets continue to evolve, housing providers are under increasing pressure to improve Energy Performance Certificate (EPC) ratings, reduce operational carbon emissions and tackle fuel poverty.

Decarbonisation programmes can help organisations:

Reduce carbon emissions across housing portfolios

Improve EPC ratings

Lower energy bills for residents

Enhance resident comfort and wellbeing

Future-proof assets against changing regulations

Increase the long-term value and performance of housing stock

The Challenge for Housing Providers

Unlike new build developments, existing homes can vary significantly in age, construction type and overall condition. This means that a one size fits all approach is unlikely to deliver the best results. Every housing portfolio presents its own challenges and opportunities, requiring housing providers to take a tailored approach based on the specific characteristics of their stock.

Successful decarbonisation programmes begin with a thorough understanding of how buildings currently perform, including the condition of the building fabric, the efficiency of existing heating systems and the way residents use their homes. Housing providers must also consider long-term investment strategies, maintenance requirements and the funding opportunities available to support improvement works.

The Role of Retrofit in Decarbonisation

Retrofit programmes are at the heart of housing decarbonisation strategies.

At Elkins, we work with housing providers to deliver practical retrofit solutions that improve energy performance while minimising disruption for residents. Our experience across refurbishment, roofing, fire safety and planned maintenance projects allows us to take a holistic approach to upgrading existing homes.

Retrofit measures may include:

Building fabric improvements

Roof and insulation upgrades

Ventilation improvements

Window and door replacements

Energy efficiency enhancements

Fire safety upgrades delivered alongside retrofit works

Planned maintenance programmes that support long-term asset performance

By integrating retrofit improvements with existing investment programmes, housing providers can often achieve greater value while reducing the need for multiple interventions.

Looking Ahead

The drive towards net zero will continue to shape investment decisions across the housing sector for years to come. For asset managers, the challenge is not simply deciding whether to decarbonise housing stock, but how to do so strategically, efficiently and at scale.

A well-planned retrofit programme can improve building performance, reduce carbon emissions, enhance resident wellbeing and protect the long-term value of housing assets.

At Elkins Construction, we support housing associations, local authorities and asset owners in delivering retrofit and decarbonisation projects that create lasting benefits for both residents and communities. By combining technical expertise with practical delivery experience, we help organisations take meaningful steps towards a more sustainable housing future.

How Elkins Can Help

Whether you are developing a long-term decarbonisation strategy or planning targeted energy efficiency improvements, our team can support you through every stage of the retrofit journey.

We’re delighted to announce that our Kingswood Estate Flat Roof Blocks project was named the winner in the refurbishment mid-rise category at the INCA Awards 2024, which took place on 7th November at the Macdonald Burlington Hotel in Birmingham.

The Insulated Render and Cladding Association (INCA)’s annual awards ceremony celebrates the best in external wall insulation (EWI) across the construction industry. The winners were chosen by a panel of fully independent industry expert judges, who described Kingswood Estate FRBs as “a truly excellent project – a stunning, large-scale transformation with a high level of consistency, good finish and a mix of materials that blend so well.”

Elkins’ Senior Contracts Manager, Michael Bailey, Site Manager on the project, Steve Ward, and Liam Markey from Cignia, attended the awards ceremony as guests of our subcontractor PJ Mear, who installed external wall insulation on eight of Kingswood Estate’s flat roof blocks.

“PJ Mear have completed the installation [of the EWI] to a very high standard of workmanship, overcoming challenging design aspects during the course of the works,” said Mike Balfour, Project Manager at Southwark Council. “The installation of the EWI formed one element of the works undertaken to alleviate the historic condensation damp and mould issues within the blocks. The result of the completed works now improves the residents’ living conditions as well as their health and wellbeing.”

“It’s fantastic to see PJ Mear’s work on our Kingswood Estate project recognised with this award,” says Michael. “They have done a great job, working in close collaboration with the Elkins team to overcome several challenges through innovative solutions.”
